In order to promote the cooperation in ICT area, the Ministry of Information Industry of China and ASEAN signed MOU between the government of the People’s Republic of China and the governments of member Countries of the Association of Southeast Asian Nations (ASEAN) on cooperation in Information and Communications Technology  in October 2003. In the MOU, Exchange of Information is one of the nine major areas of cooperation. As one of the measures of implementing the MOU, the Ministry of Information Industry of China decided to establish the China-ASEAN ICT cooperation website (www.ca-ict.org), so as to promote the communication and exchange of information in ICT area between ASEAN countries and China, and broaden the platform of information exchange !

The website was undertaken by China Academy of Telecommunication Research of MII, and officially launched on May 12^th 2005 during China-ASEAN ICT Week.
